Toronto Gets Ahead

Our neighbors to the north have recently taken a big step towards reducing their environmental footprint. The City of Toronto has voted (30:13) to ban sales and distribution of disposable plastic water bottles at city-owned facilities, and has approved a 5 cent fee on disposable plastic bags.

Funny! I did a Google on this to get more information and found that the city of Austin, of all places, passed a similar measure in May

My question is whether or not this is a better plan moving forward than setting up more recycling centers around a city to recycle the bottles? At home, we try and re-fill water bottles, but it isn't always possible -- so recycling is the next best option!
